Special Guests: Dave Coulas, Park Superintendent, KHSS Kim Dunford, Chair, Management Adivsory Board, KHSS Discussion of the KHSS Preliminary Park Management Plan and Access Road Recommendations: SGKH: - worry that the Final Plan will be put in place without another opportunity for public input. It is a big concern that the Final Plan will further miss what is stated in The Charter as traditional use for private landowners/leaseholders in The Park. Since the Final Park Plan is so important for the on-going management of The Park and its everlasting effect on the landowners/leaseholders it seems reasonable to be able to have one-last-chance to make sure The Final Plan is as right as it can be. D. Coulas: - it is important to put your concerns and recommendations to The Preliminary Management Plan forward by Oct. 22nd. The Core Planning Team (D. Coulas group in Bancroft along withmembers from the Zone office in Kingston) will take all the public comments and re-write the Preliminary Plan into the Final Plan. This will happen in early 2008. Between now and Dec. 31 the Access Roads Plan will be finalized. The Management Advisory Board (MAB) will also be involved having input to the Final Plan. SGKH: - expressed the continued concern that the Spirit and Intent of The Charter so as to maintain its traditional uses and provide the opportunity for recreational activities are compromised in the Preliminary Management Plans restrictions on fuelwood cutting (use of chainsaw), boat catching where it has been a traditional use for recreational fishing and hunting, alongwith the use of motors. SGKH: - continued the discussion with an example of a traditional activity in hunt camps (especially with older members) where the use of ATVs/Snowmobiles to bring out game ice fish visit among other Camps, etc. would be disallowed in the Preliminary Management Plan. This would make it very difficult especially for bringing out game. D. Coulas: - outlined that the protection of the sight (Park) was an overriding priority. There is only one user-group. However, the challenge is interpreting wordings and some members of the Core Planning Team have never been on the sight (in The Park); so, it is hard for them to visualize the situation. It was suggested that possibly the Core Planning Team attend a special meeting (workshop) set up by the SGHH to come away with a better understanding of our concerns. It was also mentioned that there needed to be a reasonableness to The Management Plan from an enforcement ability. SGKH: - asked Kim Dunford, Chair - The Management Advisory Board if the MAB had a reasonable time-line to study The Preliminary Management Plan and give its input. K. Dunford: - replied that the MAB had very little time and felt when it saw the Plan that their input was not addressed. It was felt that The Plan was basically an off-the-shelf made-for-Ontario (Ontario Parks) Plan not particularly, a made-for-KHSS Plan. SGKH: - outlined The Charter mandated (p. 12) that hunting, fishing and trapping in the Park would be in accordance with the Fish and Wildlife Conservation Act, 1997. normal hunting and fishing regulations. The Preliminary Management Plan (Sec. 8.4.3) referencing Kawartha Highlands being listed under O.Reg. 665/98, Section 110(b) under the Fish and Wildlife Conservation Act is a conflict with the charter document and must be corrected. D. Coulas: - replied that the Lands-for-Life process put Parks into 13 groups (red packages) author, John Fisher (Ont. Parks). A standard policy was enacted under the Fish and Wildlife Conservation Act, 1997 allowing hunting in these Parks. The OFAH pointed out that this Act restricted the number of species that had been traditionally hunted in the KHSS. Therefore, O.Reg. 665/98 Section 110(b) was introduced. To make any changes to this now would be a 3 yrs. process involving public consultation. SGKH: - reflected that the situation at-hand is really a Catch 22. The money is not there so the idea is to restrict everything and dont worry. We need to have dialogue with the author(s) of The Final Plan in a spirit of give and take. The only attack on the ecological integrity of the sight is really from outside groups (campers, ATV/Jeep rallies, etc.). Restricting traditional uses and assistance from local stewards is not what the Charter says. D. Coulas: - agreed and commented that the challenge is getting the key-people to hear. SGKH: - suggested the final approval of existing recognized roads and trails needs to insure that Hunt Camps not only have access to their Camps; but also, trails to their watches. Gates with locks will be a challenge to make sure the right individuals have keys for access. Hunting with dogs needs to be allowed. SGKH: - brought up the hope that shore lunches would be allowed and that the Portages would be part of the road and trail network. D. Coulas: - concluded the first part of the meeting thanking everyone for their input and suggesting that dialogue with the local MPPs (Jeff Leal/Laurie Scott) was probably more effective than the Minister. He also mentioned that in his mind the demand for resources will be huge in the initial 4-5 yr. start-up of The KHSS with all the educating that will be required to everyone in/on the sight.
